Signal supports older operating systems for as long as possible until there is a technical limitation against us doing so.
If your device’s operating system has not received security updates from the manufacturer in a long time, it may no longer be able to run Signal. When this occurs, you’ll be able to open the Signal app but you won’t be able to send or receive messages or calls until you’ve upgraded the operating system. Some older devices may not be able to be upgrade.
