How do I know if I have been blocked?

I received a message "Free Msg: Unable to send message - Message Blocking is active." What does this mean?
- This relates to insecure SMS. Signal is removing SMS/MMS support from Android. Read more on the blog post here.
- The open lock icon
shows this is an insecure SMS not a Signal message.
- This is not a message from Signal.
- Contact your mobile provider for more information.
